There's plenty of hilarious tales on there of the heroic abuse inflicted on people for no reason other than race. And with any type of hate speech definition, I would hope there would be a difference between ridiculing and disclaiming a set of beliefs on one hand, and actively engaging in harassment, targeting Mosques and churches with racist leaflets and propaganda on the other.
